Responsibilities
Our client is seeking a Senior Procurement Specialist to lead and manage the research and negotiation of major organizational contracts and procurements in support of defense contracting operations. The candidate will apply extensive technical expertise and industry knowledge to develop innovative procurement solutions for complex challenges. This role also involves mentoring team members and overseeing contract management processes. U.S. citizenship is required due to the nature of the work performed.
- Research and negotiate contracts for hardware, software, and services in support of DoD Prime Contracts
- Evaluate procurement requirements, including FAR and DFARS flow-downs, performance work statements, and special requirements
- Establish CPSR-compliant procurement files for contracts exceeding $250,000, ensuring compliance with small business subcontracting plans, cost accounting standards, and Truth in Negotiation Act
- Assess and negotiate terms and conditions, identifying and mitigating risks based on purchase order type, commodity, and anticipated award value
- Review statements of work and bills of materials for accuracy and completeness
- Evaluate source justifications to ensure procurement compliance with regulations
- Provide guidance on contract requirements and procurement processes to internal stakeholders
Requirements
- 5+ years of experience in procurement for defense contracting
- Experience evaluating requirements for hardware and software procurements under DoD Prime Contracts, including FAR and DFARS
- Experience establishing CPSR-compliant procurement files greater than $250,000, including small business subcontracting plans, cost accounting standards, and the Truth in Negotiation Act
- Strong experience evaluating and negotiating terms and conditions to mitigate procurement risks
- Experience in evaluating software license agreements to ensure compliance with GSAM or GSAR
- Ability to multitask and prioritize based on workload demands
- Excellent verbal and written communication skills
- Strong organizational, consultative, and problem-solving skills
Education/Certification Requirements
- A HS diploma or GED is required
