Responsibilities
We are seeking a Marketplace Agent Broker Analyst to support the operations and strategic advancement of the Federally Facilitated Exchange (FFE) agent and broker program. This role serves as a critical subject matter expert (SME) in agent and broker operations, bringing together health insurance policy expertise, operational efficiency, and data-driven analysis to shape and enhance the agent/broker experience in the Federal Exchange (Marketplace). You will act as the central source of knowledge regarding FFE agent and broker processes, including Enhanced Direct Enrollment (EDE), certification pathways, and compliance. This role provides a unique opportunity to shape the future of health insurance delivery by strengthening the infrastructure and strategy behind the nation’s most visible healthcare marketplace. You will work alongside a team of policy, operations, and technology professionals supporting CMS. You are expected to analyze performance data, draft policy recommendations and executive reports, and collaborate with technical teams to ensure that operational and policy objectives are fully supported by data and technology solutions. Key responsibilities include:
- Serving as the primary SME on FFE agent and broker operations, including EDE certification requirements, training processes, and applicable laws and regulations.
- Analyzing and interpreting agent and broker performance data, identifying key performance indicators (KPIs), and recommending data-driven improvements.
- Preparing high-quality, executive-level reports and position papers to support strategic decisions.
- Collaborating with technical teams to design and implement tools and technologies that enhance the agent and broker experience.
- Monitoring FFE policy and regulatory changes, and providing actionable compliance guidance.
- Supporting process improvement and risk mitigation efforts with operational modeling and analytical insight.
- Translating business needs into requirements for IT development and innovation efforts.

Requirements
- Deep knowledge of agent and broker operations within the FFE, including EDE and certification requirements.
- Proven ability to analyze and interpret agent/broker performance metrics and large data sets.
- Experience drafting executive reports, position papers, and policy documents.
Excellent written and verbal communication skills with the ability to influence diverse audiences. - Strong collaboration and problem-solving skills; ability to work with technical and non-technical teams.
- Demonstrated ability to educate and train others on the agent/broker pathway in the FFE, including certification processes, compliance requirements, operational best practices, and applicable laws and regulations.
- Detail-oriented, with strong documentation practices.
Preferred:
- Master’s degree in Health Policy, Business Administration, or a related field.
- Experience working with the FFM or state-based health insurance exchanges.
- Familiarity with process improvement frameworks such as Lean or Six Sigma.
- Experience collaborating with technology teams to develop and implement digital tools.
Education/Certification Requirements
- Bachelor’s degree in Business Administration, Health Policy, Data Science, or a related field.
- Waiver: An additional four (4) years of relevant experience may be substituted in lieu of a bachelor's degree.
- Preferred, but not required: CBAP, PMI-PBA, or other business analysis or process improvement certifications.
